    If you want to use the "bcdedit" or "bcdboot" commands, then you need to boot from the USB/DVD using the correct firmware mode, either in UEFI mode or in Legacy BIOS mode.

    edit: In this case, you must boot from the USB/DVD in UEFI mode (marked UEFI in the boot menu).

    @Russ85,

    In your OP, you stated that you switched from UEFI to legacy boot mode? Why? Your hard drive is set up for booting in UEFI mode so that is why you need to try to repair it in UEFI mode. So, first you need to go back into setup and set it back to UEFI mode. In addition Rufus is a bad tool to use to make bootable USB flash drives with. A lot of people have problems setting the overly complicated options in just the correct order and they get a flash drive that won't boot in the mode they need them to. So, first let's get you a proper USB flash drive to work with. You will need an 8 GB or larger flash drive. On your Windows 10 Laptop:

    Download a Windows 10 ISO file:
    Windows 10 ISO Download
    I prefer option 1 above

    Download Kyhi's Recovery Tools ISO file:
    Windows 10 Recovery Tools - Bootable Rescue Disk
    You want the second link on the list: Win14393PESE_x64 ISO v170116
    Read my quote in the middle of the OP there, that is what we are going to do.

    Prepare the USB flash drive, this will erase everything on it:
    Create a Bootable USB Flash Drive

    For step 2, right click on the start icon and select Command Prompt (admin)
    For step 9, make sure to use the FAT32 filesystem:
    9. To format the partition, type format fs=fat32 quick, and then click ENTER.

    For step 12, mount the Windows ISO file. Just right click on it and select the mount option. From the new drive letter that opens, select all the files and folders and copy them to the USB flash drive.

    Now mount Kyhi's Recvoery Tools ISO file. From the \sources folder copy the boot.wim file to the \sources folder of the USB flash drive. You will replace the existing boot.wim file there with Kyhi's.

    Now boot the problem computer from the USB flash drive in UEFI mode. Run Macrium Reflect. Under the restore menu is a utility to Fix Windows startup problems. Run that utility. See if that gets the computer to boot again.

    If not, you can use the same USB flash drive to re-install Windows by opening file explorer, going to the flash drive and running setup.exe from it.

    Thank you NavyLCDR and Avocado for your assistance. I changed the BIOS settings to Legacy and disabled Secure Boot because somewhere along the trail of this adventure somebody told me to. I have changed the Bios boot mode back to UEFI but left the Secure Boot disabled.

    NavyLCDR - I followed your instructions and downloaded the two ISO files to my laptop. I formatted a USB drive as per your instruction using the Admin command prompt. I mounted the files to the USB as described. When I powered up the sick PC with the new USB, I get the same BSOD with the same error code (ocx000098). Looks like I need to swap the 1st and 2nd boot devices in BIOS so that the USB device boots first. I will advise.....

    Success!!!! A big THANK YOU to everyone that assisted me with this issue. Next I will backup the restored PC *sarc. I still fear a incompatible video driver or bad Windows update but we shall see what happens....
