Windows 10: Error 0x80070002 when updating windows

I am currently trying to update windows, I am currently windows 10 1803
When trying to update I get error 0x80070002 see picture

I have already tried DISM RestoreHealth and sfc /scannow, resetting update compenents, running the windows 10 troubleshooter

Restarted PC multiple times, still get this error every time, it happens after downloading update and towards the end of the installing process around 71% I think?

Error 0x80070002 when trying to update Windows

I have been having issues for months with Windows 10 updates failing due to Error 0x80070002 on my gaming laptop. The full message reads:

2019-06 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4503286) -Error 0x80070002.

I am currently on version 1803 (OS Build 17134.590) and I'm being told "You're currently running a version of windows that's nearing the end of support. We recommend you update to the most recent version of Windows 10 now to get the latest features and security improvements."

I have followed the instructions on Error Code 0x80070002 Fixed – Eassos Step-by-Step Tutorial but this hasn't resolved the problem. Does anybody know how to fix this?

Windows Sandbox seems fragile on 1903 for a bunch of reasons; mine won't start with a different error code.

Windows Defender (SCEP 2012) when clicked on Update defenitions throws 0x80070002 error
