Error 0x80070003 when I try to Troubleshoot problems in network menu from taskbar

I keep getting this error whenever I try to troubleshoot network whenever there is a problem with the network. I haven't managed to see the standard troubleshooting screen for a long time. Please see the screen below.

Also, I have problems with some WiFi networks which does not show up on my search list for this laptop. I get most of the network showing but not the one I need, e.g. portable hotspot from my phone never shows up, it works on different laptops or other phones too. but it never shows up on mine.
I tried other phone to host hotspot, still does not show up on my laptop.

I tried uninstalling network driver, which is for Dell XPS 13 9360 on Windows 10, but it automatically reinstalls the driver but troubleshooting problem and it still does not show up the networks. I tried to do a system reset, but as this is a dual boot on Windows and Linux it does not reset, it keeps failing.

    Feature suggestion: Add right-click menu

Suggestion: Please add a Windows 7 Jump-List and/or right-click menu to the GPU-Z icon in the Windows taskbar. Possible menus in it would be "Exit" and "About GPU-Z...".
Maybe also "Switch to tab 1/Switch to tab 2/Switch to videocard 1/Switch to videocard 2" too.
Examples of programs that have such menus are ICQ, Skype, AIM.

NOTE: It seems for a right-click menu, Windows 7 is not needed - it works on WinXP and Vista too.
But even a Windows 7 Jump-list may be good enough.
    What do you think?
