Windows 10: error 0x80070005 - access denied - network discovery

I have been through most if not all of the messages regarding the subject error. I've tried every suggestion short of a reinstall of Windows. When I try and turn on Network discovery through Windows settings, network, it will not remain on. As such, I cannot seamlessly share files across my three laptops. I can access the internet, and all of my apps function normally, I simple cannot share files across my little home network.


First, I am an administrator on the machine. When I look at the required services for networking and network discovery, I find that the service Functional Discovery Resource Publication is not running. When I try and start the service, I receive the dreaded error 0x80070005 - access denied.


I have run virus checks with Malware bytes, I have the latest update of Windows 10, I have all of the updated drivers for this HP laptop, I have scanned for bad sectors, I have run sfc, DISM, etc. I have shutdown both MalwareBytes, Windows Defender, etc., to no avail.


I see a lot of traffic here over several years on this topic. Short of a reinstall, has anyone encountered similar circumstances and been able to fix it?


BTW, as much as I appreciate offers of assistance, if you answer and are from a company trying to sell me a service, please don't bother.....
