Windows 10: Error 0x80070005

I have xbox game pass on my pc and i was trying to change the location of game install file to D drive from C drive.

but it doesn't work, it says "This location isn't set up for installing games" which is weird i have bunch of game is installed in D drive and enough space to install more games. like 1TB more.

so i clicked the "Set it as your location for where new apps are saved" and it takes me to the "Settings<Storage<Change where new content is saved" and then i select the "New apps will save to" and select D drive and then i clicked the "Apply" and then another message show up on my screen "Delete other apps?" and then i hit "Yes" just in case i tried "no" button but same result and this message show up "We couldn't set your default save location 0x80070005" i tired every options on the internet

like turn off "show account details such as email address on the sign-in screen", update windows, change permission by selecting windowsapps file, even i reinstalled windows 10 4 times. or format, reinstalling xbox app. these solutions are didn't work at all and it seems like there is no solution for 80070005
