Windows 10: : Error: 0x8007001F - 0x20006 the installation failed in the SAFE_OS phase with error...

I've received this message twice now after trying to update from windows 7 home premium to windows 10...this message was given after asking for troubleshooting...the original message after failure was. "We couldn't install windows 10" then the numbers appeared 0x8007001F 0x20006 the installation failed in the SAFE_OS phase with error during REPLICATE_OC operation...A little back info is this toshiba satellite c55 had windows 8.1 originally and was updated in the correct time limit for free download 2 years ago right after it was originally offered...my computer got a virus and shut down and i lost everything so my uncle put his windows 7 on here so i could at least use it now when trying to upgrade before 7 is at its end im getting these error messages...i have bull guard antivirus now but it originally had norton...please help i cant afford another computer.

win 10 pro does not let me upgrade anymore from 1703 for the last 2 years

I followed the steps but I got the same error message as I got when I tried the suggestion of DaveM121 -- 0x8007001F-0x20006

The installation failed in the SAFE_OS phase with an error during the REPLICATE_OC operation.

When I tried to install I get the following error.
