I am getting the error 0x800700B7-0x2000E Installation failed during SAFE OS phase, error occurred during SET_PRODUCT_KEY operation, when trying to install Windows 10 on my computer.

Error: 0x800700B7-0x2000E Installation failed during SAFE OS phase, error occurred during SET_PRODUCT_KEY operation, when installing Windows 10

My problem is:

I bought a product key online. I followed the instructions, downloaded win 10. Toshiba Satellite laptop, original win 7 home. When installing from either ISO or USB, I get the following error:

0x800700B7-0x2000E

Installation failed during SAFE OS phase, error occurred during SET_PRODUCT_KEY operation

How do I upgrade my laptop?

However, please let us know:

• Is Windows 7 activated on your computer?
  
• From where did you purchase the product key?
  
• What is the complete model number of the Toshiba Satellite laptop?
  

To get to the root cause of the issue, I would suggest you to share the
setuperr and Setupact logs to identify the root cause of the issue. Refer:

1. Press Windows Logo key + E, to open
   File Explorer.
   
2. Now, click on View and select the checkbox for
   Hidden items.
   
3. Navigate to C:\$Windows.~BT\Sources\panther, look for
   Setuperr and Setupact file, upload the files to OneDrive and share the
   OneDrive link.
