Windows 10: Error 0x800703f1

When I try to update windows, Error 0x800703f1 shows up and prevents my from downloading it. The updates are 2020-02 Cumulative Update for Windows 10 Version 1803 for x64-based Systems KB4537762 and Microsoft .NET Framework 4.8 for Windows 10 Version 1803 for x64 KB4486153. It failed when i tried to install them manually and using this scrip https://docs.microsoft.com/en-us/windows/deployment/update/windows-update-resources didn't work. Any suggestions would be helpful.

Drivers won't update, errors 0x800703f1 and 0x80070002

I have about 20 drivers that need updating. Windows version 18363. The updates download but fail to install. All report error 0x80070002 or 0x800703f1.

I've tried:

• Clearing the download files and restarting the update service.
• Running the troubleshooter
• sfc /scannow
• dism /online /cleanup-image /restorehealth, which seemed to hang after the scan.
• perfmon /report, which shows that one service is crashing
• Using the Device Manager to install individual drivers
• Various other remedies proposed; I googled the error codes and followed up...

Suggestions?

...Try contact Toshiba ----they as whats happend for the last 5 years with Windows 7,8 and they didnt ask any more.

..I got copy of System Info File and System Log file . I got problem with USB ports as they do not want to read USB and WD external drives.
