Windows 10: Error 0x80073701

I am trying to update my Windows 10 but I keep getting the error 0x80073701. I have run the troubleshoot and it states a restart is needed. I do this and same thing happens, it's a never ending cycle. I have done all the troubleshooting steps through the get help section and from forums I found online but nothing seems to be clearing the issue. Can someone please advise what to do, thanks?

Repair install or Windows Update?

Hi, Thanks for the suggestions. I ran the troubleshooter and it said it couldn't find any problems. But then I noticed there was an arrow for details and got this:



I stopped here because I have no idea what the BITS Service is and wanted to find out before I started messing with it. I don't understand where I'm supposed to type "NETHELPMSG 2182" If you could explain and tell me how to proceed from here, would be much appreciated.

Also should note that for at least two years the first line on Windows Update Screen is in red and says "Some settings are managed by your organization". I am my organization. Here are the settings just in case they are now causing problems?
