Windows 10: Error 0x80096004 when trying to update

When I check for updates on windows it says "Error encountered" and it is error 0x80096004.

I found this when I opened the beta xbox app and it didn't work so I deleted it and the installer said "Error 0x80096004" So I went to the microsoft store and it wasn't working so I checked for updates and it said the error. After a few hours of looking for solutions and didn't find any I decided to post this here. Please help me with this

As a Windows Insider, update version 17046.1000 is shown as available, but every attempt to download gets the same error message: 0x80096004.

Have tried numerous fixes including MS update repair, registry repair, etc, etc.

Any suggestions which do NOT include using system restore, or a paid repair app?
