Windows 10: Error 0x803F81F5 when trying to download applications from Microsoft Store

It started today when Minecraft the game told me that the DLC was not installed so I tried to reinstall it but it gave me that error, for every application that I tried to install I have tried everything from updating the store, clearing the cache, but google it didn't help me, someone suggested disabling offline mode, but that doesn't work for me as it keeps crashing. I would be grateful for any help or at least to guide me on the right path.

It started just today when in forza horizon 4 the game told me fortune island DLC wasnt installed (but it was) so i tried to reinstall but it gave that error, for EVERY app i tried to install, i have only 1 device, ive tried everything from updating store,
windows, deleting cache but google gave no help, someone suggested turning off offline mode but that doesnt work for me as it keeps resetting

For further clarity on the issue, please respond to the questions below:

1. Which build version of Windows 10 are you using currently?
   
2. Are you aware of any changes made to the PC prior to which you weren’t facing this issue?

Usually, the error 0x803F81F5 indicates you have reached the maximum number of devices that can be used with games and apps from the Store. Refer the article

However, as you have mentioned that you have only one device linked to the Microsoft Account, I would suggest you to follow the suggestions mentioned below and see if that helps.



Method 1:



Try resetting the Store and see if that helps.

1. Press Windows key + R. This will open
   Run. Alternatively, you can go to Start and search for ‘Run’.
   
2. In Run dialog box, type ‘wsreset.exe’ and hit enter.
   

Note: A blank Command Prompt window will open, and after about ten seconds the window will close and Microsoft Store will open automatically.



Method 2:



Run the Store App troubleshooter to identify and fix problems.

1. Press Windows + I key together to open
   Settings.
   
2. Click on Update &
   Security and then click on Troubleshoot.
   
3. On the right hand pane scroll down and look for
   Windows Store Apps.
   
4. Click on it and select Run
   the troubleshooter.
   
5. Follow the on-screen instructions.
   

Method 3:



Run the PowerShell command to re-register store.

1. Press Windows + X keys together and click on
   Windows PowerShell (Admin).
   
2. Now type in the command and hit enter: Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\\AppXManifest.xml”}
   
3. Restart the PC.
