Windows 10: Error 0xc0000020 HELP ASAP

This keeps popping up and I cant use many application I have a new IPHLPAPI.DLL file but I can not replace the old one. It says I need permission even though I click yes. When ever I run "Dism /Online /Cleanup-Image /Restorehealth" is says I have updated my windows to the latest version and it still does this. I have also tried the command sfc /scannow, It says
