Windows 10: Error 0xc000012F -

Hello, I am receiving Error 0xc000012F - I receive the error message when I attempt to reset my entire pc, it doesn't allow me.I am running the Windows 10. This corruption also doesn't allow me to do certain cmd commands, such as sfc scan cannot be completed. As well as Dism /online /cleanup-image /restorehealth is insufficient. I have attempted a repair upgrade of windows 10 that will also fail without giving me an error code. I get the error code of 0xc000012f when attempting to factory reset my computer and the error code of 0x800700c1 when trying to update windows. At this point
