Windows 10: Error 1603

I use Google Backup and Sync, Few days ago I received the following message

ImportErroc DLL load failed: %l is not a valid Win32
application.
I decided to uninstall Backup. Could not do it. Had to use Microsoft MicrosoftProgram_Install_and_Uninstall.meta.diagcab. It worked. Then, while reinstalling the google backup a 1603 message poped up. Using Microsoft fixer did not help. Getting permissions to SYSTEM did not help.

Please help.
