Windows 10: Error 1723

I cannot uninstall my Guitar Hero III. They said error 1723. There is a problem with this windows installer package. A DLL required for this install to complete could not be run. Action AwIMsiUninstall,. Library : D:\AWL.dll . I follow every steo in google , like to folder temp and take the full control of it, or download the missing file like AWL.dll , and place it in C: Please Help me :

Hi Robert,

The "Error 1723:There is a problem with this Windows Installer package. A DLL required for the install to complete could not be run. Contact your support personnel or package vendor" may occur if you are lacking a full control or access to your user account.
I highly recommend that you follow these steps on how to edit the permissions in your Windows TEMP folder to grant full access to your Windows user.

1. Press Windows logo + R and then type %temp% and press then
   Enter.
2. When Windows TEMP folder opens, click Properties.
3. Select Home and then click Properties.
4. On the Properties window, go to the Security tab then click Edit.
5. Select your Windows username and under the Allow column, put a check mark on Full Control.
6. Click OK twice.

after installing most recent update I am getting an error code #1723 when attempting to delete an application

Yesterday (11/4/2020) I installed the most recent windows update. Following the update I had a problem with my quicken application and the tech at quicken suggested I delete the application and re-install. When attempting to delete the application I got
an error message #1723. Tried unsuccessfully to restore to date preceding the update.
