Windows 10: Error 21 "The device is not ready" when running "DISM /Online /Cleanup-Image...

Hi Everyone, whenever I run DISM /Online /Cleanup-Image /ScanHealth It says the component store is repairable. When I run "DISM /Online /Cleanup-Image /RestoreHealth" from command prompt to fix the component store, I get an error message that says "Error: 21 The device is not ready." When I run SFC /Scannow it "windows has found corrupt files and was able to fix some of them restart your computer to finish the repair. When I restart my computer and run Sfc /scannow against I still get the same message. I have attached some screenshots below. Is there anything else I can try to fix these issues with my computer. DISM - Parameter "Cleanup-Image" is not known (error 87)

To troubleshoot your concern, we suggest that you run DISM Restore Health command. Refer to the steps provided below:

• Open Command Prompt (Administrator).
• Type the following command:

DISM /Online /Cleanup-Image /RestoreHealth

3. Press Enter.

dism /online /Cleanup-Image /StartComponentCleanup Error: 5

Hi .

Im running Windows 10 Pro x64 (1909 ) buid 10.0.18363.628

When I run the command :

dism /online /Cleanup-Image /StartComponentCleanup

It stuck at 20%

and I get Error: 5

Access is denied.

In the dism.log I see this lines ...

I want to say the when I use the commands

dism /online /cleanup-image /checkhealth

dism /online /cleanup-image /scanhealth

dism /online /cleanup-image /restorehealth

this comands works successfully , but when I try dism /online /Cleanup-Image /StartComponentCleanup

then error: 5 Access denied

I would like know what cause this issue . and fix it

Dism error 87 "cleanup-image option is unknown"

Im in winPE trying to use:

on an offline image but cannot get past this error:

I did the exact same procedure on windows 8 and a separate fresh install of windows 10 with no issues at all.

I've gone through all the Microsoft articles about dism i could find, many sites, and forum posts outlining the same handful of procedures that are supposed to fix this and other issues but don't seem to work half the time.

Supposedly error 87 is a syntax issue but this clearly doesn't apply to my situation. The error occurs with other options as well, /scanhealth, /checkhealth, /restorehealth, it isn't limited to just /cleanup-image.There appears to be no proven solution to this problem, if so its very hidden.

Any suggestions?
