Windows 10: Error code: 0x80070003 for KB5005565

For the past few days, Windows Update has shown that we need to download and install 2021-09 Cumulative Update for Windows 10 Version 21H1 for x64-based Systems KB5005565.When this file downloads, we get a message to restart.We then receive numerous error messages during the installation attempt, and once Windows restarts, Windows Update shows Error code: 0x80070003.This has happened three times. Please help us resolve this. We have an HP Windows 10 laptop that arrived not even two months ago.

can't fix error 0x80070003

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
