Windows 10: Error Code 0x80070426

Can you assist with error code 0x80070426? In particular, unable to open .jpg files, use search functions on home screen, help screens, nor any apps. I am not a techie, but have tried to use the recommendations that do not appear above my user level, and there re a bunch. What is Microsoft going to do about this? It was on national news a few days ago but doesn't appear MS has or cares about a solution.

The error code 0x80070426 can be caused by corrupted system files when an update was performed on your device or Windows Defender detects a third-party antivirus software is also installed. We suggest that you check your PC if a security is installed or
not. Once third-party antivirus has been removed, you may need to turn it manually back on. To do this, follow the steps below:

• Press the Windows + Q key from the keyboard to bring up the charms search.
• In the Search box, type Windows Defender, then press
  Enter.
• Click Settings and make sure that there's a check mark on
  Turn on real-time protection recommend.
