Windows 10: ERROR code 0x80072F76-0x20016 using RefreshWindowsTool

ERROR code 0x80072F76-0x20016 using RefreshWindowsTool one of several problems I have on Windows 10 pc I just purchased 3 weeks ago from frys electronics!
can't do a clean install and have had nothing but trouble with this refurbished computer I bought from frys electronics. I am very frustrated and have wasted over 120 hours trying to fix issue with this Windows 10 pc. I can not even use the 300 dollars plus acce4ssories I also purchased to use with this pc. Also when I run a troubleshoot for desk and devices I get and error and it will not finish the troubleshoot. it keeps tells me programs have stopped and do I want to close them. I have owned this windows 10 pc for only 3 weeks and have gotten the blue screen 4 times and also black screen twice when I kept having to reboot it over and over to get it to work. Should I return this garbage or are you able to help me fix this thing and load a clean working copy of windows 10 on this pc? I also have spent time talking to support about filled and setting showing up that I did not load or change and was told after an hour or two with working with them that I just should not worry!
