Windows 10: Error Code 0xc000000f Fix

My computer is giving me the message:

Your PC/Device needs to be repaired

The Boot Configuration Data for your PC is missing or contains errors


File: \Boot\BCD

Error code: 0xc000000f


You'll need to use recovery tools. If you don't have any installation media like a disc or USB device, contact your PC administrator or PC/Device manufacturer



I downloaded MediaCreationTool on a usb drive but if I try to reset the PC and keep files, I'm told the hard drive is locked; if I try to reset and remove everything, I'm told a required drive partition is missing. I've tried all of the command prompt fixes I've found and nothing has fixed it. I even tried selecting install Windows but my product key no longer works I'm assuming because it was originally Windows 7 but forced me to update to 10? Will I need to buy a new copy of Windows to make the computer work again?
