Windows 10: Error found in a range of software development products

I have come across this error testing various features of Tkinter in Pyton 3.7, however, it seems the error comes up in a whole host of software development packages that don't seem to have a direct connection to the Qt. libraries: Qt: Untested Windows version 10.0 detected!

I am trying to find out where the error is coming from and what are the triggers.

From what I have seen so far it seems to come from calls to files and or directories; has anyone else found this to be the case, if so, what is the recommended fix.

harddrive error testing software

Well so far in the past two days I've had 3 lock ups followed by an error saying "a disk read error occurred"

I need some type of software to test my harddrive and make sure it's ok.

Suggestions?

I am looking for a lower to mid range PC which will be used in Development such as Android App development, java, DB and other related task, NO GAMING at all suggest some proper PC.

My Budget is INR 25,000, I have tried multiple build maker website but using core i3 6th ot 7th gen prices are going above 30,000. I dont have much knowledge about AMD, please suggest a build in the price I have given.
