    msls31.dll Error

Just upgraded from Windows 8.1 to Windows 10 via USB media creation tool. After installing programs from Steam, two of them have sub applications that use msls31.dll but programs games have the following error display when starting them:

Error: Hashes for file member 'System.ServiceModel.Internals.dll' do not match dbda5bc0-232a-40ad-8eea-48207e2c42bd.png

I have followed the advice (with exception to reinstalling Windows) from the following two sources but still have no success of identifying the problem.
