Windows 10: error in ms-settings:display and ms-settings:personalization

this file does not have an app associated with it for performing this action. please install an app or, if one is already, create an associated in the default apps setting page

ms-settings: display

I tried opening display settings by right clicking on the desktop and got an error message which says:

ms-settings: display

This file does not have a program associated with it for performing this action. Please install a program or, if on is already installed, create an association in the Default Programs control panel.

so I found out I can open anything except the settings app

I tried some ways I found through the internet like going through the regedit but It can't open it either.

Tried sfc/scannow too but it was not able to fix some of the corrupted files. which did make me find out that it has corrupted files.

I tried updating too but my laptop is not set on automatic update which you can only fix by going through the settings.

I'd be grateful for any help or suggestions I could get.

Display Settings/Personalize

I just finish installing my windows 10 and I'm trying to go to display settings/personalize my desktop by right clicking the main screen and got this message:

"This file does not have a program associated with it for performing this action. Please Install a program or, if one is already installed, create an association in the Default Programs control panel." ms-settingsersonalization-background & ms-settings:

What is going on here, could anybody help please? thanks
