Windows 10: Error message 0x0000142 - cannot open files

I am, getting the message "This app was unable to start correctly" - error message 0x00142, and am unable to open any files

Can't open any console apps- 0x0000142

Hello, I'm unable to open any console apps whatsoever: the result is always 0x0000142 at launch. This isn't just cmd.exe, but as far as I can tell, EVERY console app (powershell.exe, you name it). What makes this especially vexing is that many of the
suggested scan tools, and techniques to troubleshoot 0x0000142 rely on console apps. I can't reinstall windows 10 through the normal process because it ends up failing when it tries to do something where it needs a console app. I can't recover from the laptop's
OEM recovery partition (OneKey) easily either, because it starts the recovery process with a calls to cmos.exe and shutdown.exe, both of which predictably result in 0x0000142. The only options I have left- other than asking here- are to try to reinstall Win10
from a USB drive, or see if there's another way to launch the laptop's recovery mode without cmos.exe or shutdown.exe.

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
