Windows 10: error message "account settings are out of date" in windows 10 mail

Windows10 mail says my sbcglobal,net account settings are out of date. When I sign in I am asked to agree to OpenID and OAuth terms. I agree and it goes to a black screen that says "fixing account". Then I get a small white screen that says "something went wrong" "We're sorry but we weren't able to do that" "error code 0x80190194". I have tried resetting the app. I down loaded all updates including windows 10 itself. It worked fine on December 1st but nothing since then. Is it in Mail 10 or AT&T. I can go directly to AT&T or to yahoo and get my mail from the sbc account.
