Windows 10: Error on Microsoft Update Catalog

I just download windows update catalog for 86x-based on KB4457128 (OS Build 17134.285). But when I try to install it, installation fails and dialog box says some updates were not install. I have run windows troubleshooter and restarted my pc but nothing seems to work. What could be the glitches and how to fix it?

I suggest you to run the Windows Update troubleshooter by following the steps below:

• Type “Troubleshooting” in search box and press Enter.
• Click on “View All” option on top left pane.
• Select “Windows Update” from the list and follow the prompts for troubleshooting.

Microsoft Update Catalog Down

Hi,

• I have no popup blocker installed on IE. All settings are stock. Pop ups show up.
• The error only occurs on the Mircosoft Update catalog and only if I click on my selection
• The computer is a stock Windows 10. No recent changes but I also never accessed the catalog
• I get the error on 5 different PCs/Laptops all with different configurations. Even on a fresh set up virtual machine. Domains PCs or not. All show the same error every time. They are also part of different networks on different locations (private, university,
  work).

Microsoft Update Catalog Complete list?

How can I get a list of all of the available patches for a professional environment contained in the Microsoft catalog??????

I need to check this against a monthly patch list.
