Windows 10: Error when trying to add the windows mixed reality fod package in powershell

I've been trying to install windows mixed reality using the method in the link: https://learn.microsoft.com/en-us/windows/mixed-reality/enthusiast-guide/manage-windows-mixed-reality#enable-windows-mixed-reality-in-offline-environments-and-wsus and when I tried following the Dism command in powershell I get this error: FOD : The term 'FOD' is not recognized as the name of a cmdlet, function, script file, or operable program. Check the spelling of the name, or if a path was included, verify that the path is correct and try again. At line:1 char:42 + Dism /Online /Add-Package /PackagePath:

"We couldn't download the Windows Mixed Reality Software." - 1709/16299.402

Issue: Trying to get my Headset setup and running, I need to install the Mixed Reality Portal. Stepped through setup and now it is trying to download and install, but keeps saying that it can't install with the error in the subject line. If I retry, it jumps
right to 77%, then slowly moves to 100% and returns the error again.

Things I have tried:

Making sure Windows is up to date via Windows Update, nothing new to install, and rebooting

Rebooting after the error

Manually enabling Mixed Reality (This caused Windows Update issues due to current build): Install Windows Mixed Reality in offlit Guide <-- /FOD package seems to be 10.0.16299.15

Most other information I have found on the net is for older builds of 10. (.251 or 1703), none of the KB's will manually install as they no longer apply.

System Info:

Windows 10 x64

Version 1709 (16229.402)

16GB Ram

C: 250GB SSD with 89GB free

E: 2TB with 899GB free

GTX 1070 (397.31)

Lenovo Explorer (Shows up correctly in Device Manager, driver 10.0.16299.1070, no updates available)

Nearest thing I can find in Event Viewer that comes near to the time stamp when the Mixed Reality install fails is below

To better assist you with your concern, I'd like to know the following:

• Confirm which build is currently installed on your device. To check, follow the steps below:

1. Press Windows key + R, then type in winver.
2. Click OK.
3. Were there any recent changes made prior to this issue?
4. Are you getting any specific error messages when setting up the Mixed Reality Controllers?
5. What is the make and model of your computer?

Upon researching, it was stated in this article that KB4284848 "Addresses a performance issue with Windows Mixed Reality on some laptops with hybrid graphics adapters, such as Surface Book 2".
If you're using a laptop that supports hybrid graphics adapters, then its advisable to install the said KB update.
