Windows 10: Error while installing the December 12 2019 Windows 10 update KB4530684

When attempting install the KB4530684 cumulative update I get a error 0x800f0813.

Only supported on Win10. Sorry, 8.1 users, only 4 years old, gotta go.

• Office 2019 will ship in H2 of 2018. Previews of the new apps and servers will start shipping in the second quarter of 2018.

  • Any supported Windows 10 SAC release
  • Windows 10 Enterprise LTSC 2018
  • The next LTSC release of Windows Server

failed windows December 12 update

I did reset Windows Update components, about 1/3 of the restarts of the dll's did not work due to path problems and such. And did the laptop restart.

I downloaded and ran the stand alone fix. It said it was already installed.

The update history stills says the following with what I think is a error code "Failed to install on ‎12/‎12/‎2017 - 0x80070643 December 12, 2017—KB4054517 (OS Build 16299.125) "

I never had a Windows 10 problem on an update since Windows 10 began and replaced my 8.1 or whatever I had then. I think messing with the registry is not the solution.
