Windows 10: Event 1002 explorer.exe keeps hanging on startup, no idea whats causing it

Almost every time I restart my PC or turn it on I get this explorer.exe error. It causes the taskbar to flash when I click it and nothing opens till I end explorer in taskbar and log out and log back in. Everything else on my PC works fine, its just this initial startup that is causing issues. Also when logging in it takes an extra 10-20 seconds to enter when explorer.exe is stuck vs when it works normally it logs me in instantly.



Ive tried clean boot, sfc/scan, DISM commands, 3 fresh installs, does it with both integrated and discrete gpu, does it on different accounts, offline and online accounts, I have no idea what could be causing this. I also tried disabling services like printers and remote access but nothing. Its almost like something in the system files is bugged and I cant figure out what it is.

some .exe files hang


In the last 48 hours, some .exe files do not execute. If started from explorer, explorer hangs. No error messages. These files run on another Win 10 machine. Nothing obvious in the event viewer. I note that *.exe file cannot be deleted when the system is in this state. I must reboot to regain access to the .exe file. sfc /scannnow shows no errors.

Any suggestions?

Event Viewer ID 1002, Application Hang


I get the following error in Event Viewer

Here's the Technical details for the Microsoft Management Console in the Security and Maintenence control panel.

When I click "Check for a solution", I get the following message...

So I started the Windows Error Reporting Service in services.msc then checked for a solution again only to receive the same message.

In all my searching online for a solution, I read somewhere that hyperthreading being enabled is one of the causes for application hangs.

Please help me.

It seems like I'm finding all kinds of info that seems to be dead ends.
