Event ID 16394 and 16384 getting spammed repeatedly in Event ViewerI bought an Acer swift sfg16-72 laptop with pre-installed Windows 11 home edition. These two processes started right away from beginning. I don't feel guilty about anything.

    Hi, Youpull

    Welcome to Microsoft Community.

I'm sorry I'm late. I failed to describe this clearly in the previous scenario, for which I apologise.

Event Viewer needs to combine processes in Task Manager to see which programs are using Event ID 16384 and ID 16394. Specifically you can see if there are any anomalies in these programs by right clicking on the taskbar>Task Manager>Processes>View Programs with PIDs 16384 and 16394.

    Sincerely

    Hi, Nicholas

I've done as advised. I restarted my pc with safe boot and it showed no events of the software protection service. I did not quite get what the "Event Manager" is supposed to be and I couldn't really find it either, I assume this is just the Event Viewer?

As can be seen on this image in the Event Viewer from 2:43 to 7:58 when I had my PC run in Safe Boot there were absolutely 0 Software Protection events. I then restarted my pc without safe boot on and the issue started again.

I'm not sure if there are any other ominous signs here, but the 16394-16384 pairing can already be seen here.

This is an image before I restarted my PC with safe boot just to show the frequency of the event pairing.

Event ID 16394 and 16384 getting spammed repeatedly in Event Viewer

Event ID 16394 and 16384 getting spammed repeatedly in Event Viewer causing micro freezes.

The problem: The 2 event ids mentioned above keep appearing every 30 minutes or so sometimes causing micro freezes (locking up the computer for 1-2s). I've tried basically every solution under the sun and I'm frankly out of ideas. The description of ID 16394 and 16384 are the following: Offline downlevel migration succeeded. and Successfully scheduled Software Protection service for re-start at 2124-01-20T19:07:44Z. Reason: RulesEngine. This is a home computer.

    My build: CPU: Intel(R) Core(TM) i7-10700K
Motherboard: ASUS ROG STRIX Z490-E GAMING
    Ram: Kingston KF3600C18D4/16GX x 2
    SSD/HDD: Samsung SSD 860 EVO 1 TB, Kingston SV200S3128G, WDC WD20EZBX-22AYRA0
GPU: Nvidia Geforce GTX 1060 6GB
OS: Windows 10 Home Version 22H2
    BIOS version: 0403

    What I've tried so far:

    1. Updating Drivers
    2. Updating Windows
    3. Disabling Windows Firewall
    4. Disabling Windows Defender (its already disabled due to me using ESET NOD32)
    5. Bought new ram sticks (because I initially thought this was a RAM issue)
    6. Repair-WindowsImage -Online -RestoreHealth and SFC /scannow in powershell
    7. Tested all drives I have with their manufacturers' tools.
    8. Restarted the Software Protection Service
    9. Made sure that the Task Scheduler is running
    10. Made sure that the Software Protection service is running under the Network Service
    11. Made sure that Network Service has read permission in the windows folder for the Software Protection service.
    12. Reset windows while choosing not to keep my files, basically wiping my windows.
    13. Doing steps 1-4, 6-12 again.
    14. Turned off system restore on all drives.

At this point I'm out of ideas other than maybe try updating my BIOS. Would appreciate any advice on how to proceed further.
