Error Code 0x8007000E Windows 10 Insiders Preview 14931 Upgrade

I downloaded the media creation tool and installed a bootable install copy of both 32 bit and 64 bit windows. When I upgraded my OS to the new 14931 build of Windows 10 64 bit. I had the same issues as the build of 32 bit. It is also corrupt. The SCF Scannow
and DISM will not work to correct the damaged files within the new build 14931.

I am finding the 64 bit version is running smoother then the 32 bit. I have read that Windows 10 has an issue with embedded videos. When I had the 32 bit version on my PC, I was having issues all the time with MS Edge crashing and/or freezing. This would
happen when I was reading up on the news feeds.
