Windows 10: Events 7000 and 7009 Service control manager

Hello! Please, give me some advice on fixing issues with my computer so I can use it properly and without interruptions. I know my problems aren't a priority to you, but I very much need a computer that works efficiently and without any problems. So the headache is that the taskbar turns entirely black and empty and almost all of the programs aren't responding. I find these errors in Event Viewer after computer starts responding again. Booting takes a long time and services time out on startup (Event ID 7000 and 7009) after November update

On Windows 10 build 16299.125, booting takes a long time, and system auto-start services like time-out (Event ID 7000 and 7009). Anyone else have this problem or a fix?

Hi, I have screen OCR'd part of your error message for you so it is text- and a search can be done.

The Browser service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion.

Considering event id 7000 - an article which is not specially helpful here:

I wouldn't suggest changing this at this point.
