Windows 10: Exclamation mark beside bluetooth devices will see the name of this pc

Exclamation mark beside Bluetooth devices will see the name of this pc. since the pc is not discoverable I cannot connect any Bluetooth device ex my bluetooth headphone


troubleshooting my end :

1) removed drivers through device manager restarted - no luck.

2) when I remove and add Bluetooth device it says connected but cannot play as am unable to connect it in sounds(system speakers are active not the head phones)

3) Also I get unable to start Bluetooth stack error( under services blue tooth services was manual and set it to automatic - no luck)

4) have done windows update no luck !

5) used troubleshoot through setting selected fix Bluetooth, it didn't help.

6) when I select update drivers through device manager ( it says I have the latest drivers).

7)system restore not working after windows update it says to disable antivirus(I have already disabled it).
