Windows 10: EXE files don't work; can't enter SAFE MODE

(1) Can't open most most EXE files (Windows 10.)

I can open notepad.exe, MS PAINT, STEAM. I cannot open regedit, my DELL UPDATER, msconfig, services.msc, powershell, not most windows-related EXEs...

(2) At the same time, windows is convinced I am offline

(3) Can't start this DELL XPS in SAVE MODE using the classic way

pressing F8 during boot does nothing; pressing FN and F8 during boot does nothing

(4) Can't start this DELL XPS in SAVE MODE using the new windows 10 way

Update & Security > Recovery > Advanced Startup...

before I reach SAFE MODE, I am asked to enter a BitLocker recovery key which I am not familiar with

(5) No such recovery key saved in my Windows account (web)

When I login to my Windows account (per website), it says

• "You don't have any BitLocker recovery keys uploaded to your Microsoft account."

(6) Windows can't show me the key:

probably needs to start an EXE file to do that

I am stuck. Problem 1 makes most things impossible.

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .
