Windows 10: Failed to install 2019-11 Cumulative Update - KB4524570

For almost a month now I have been unable to install Windows 10 2019-11 Cumulative Update KB4524570. I have tried rebooting into safe mode and deleting the contents of SoftwareDistribution but it doesn't make a difference. I've tried installing 1909 directly but it fails. I'm currently on 1903.


Interestingly, I downloaded the .msu file and tried installing manually


windows10.0-kb4524570-x64_bdd4583a9f921ceeb27dc8529aa8faa9023a8f98.msu


And it tells me:


Windows Update Standalone Installer

Update for Windows (KB4524570) is already installed on this computer.



But in Windows Update History


Quality Updates (1)

2019-11 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4524570)

Failed to install on 12/7/2019 - 0x80070bc2



I also noticed that Windows Sandbox has stopped working. Not sure if it's related. It just sits at the splash screen with the logo but never launches and never shows an error message.


I'm running Windows 10 Pro

I have plenty of room on Windows drive. 800GB free if 953GB

And I have 32GB RAM

W10 Pro V1903: 2019-11 Cumulative Update KB4524570 installs, but didn't update Build Number

Our HP 800-G3 was running W10 Pro 64-bit, Version 1903 Build Number 18362.418.

Windows Update just installed Cumulative Update 2019-11 KB4524570 "successfully", but the Build Number is still 18362.418. Also, the logging in Update History for this "successful" installation was placed in
the "Other Updates" section, NOT in the "Quality Updates" section, as it usually is.

The subsequent 2019-10 ".NET" update, KB4522741, ALSO is listed as successfully installed, but again, it's logged in the "Other Updates" section of "Update History", NOT the "Quality Updates" section.

Our other 4 PC's that have installed 2019-11 KB4524570 and KB4522741 now list their new Build Number as 18362.476, and all of the installations are listed in the "Quality Updates" section of Update History.
But all of those PC's are running W10 64-bit
Home versions of 1903.

So, were these "Quality" updates really successfully installed on the 800-G3 running Win 10 Pro, or not? And if not, what should we do about it?

 

Error 0x80070781 when installing 2019-11 Cumulative Update for Windows 10 Version 1903 (KB4524570)

Windows Update fails to install the 2019-11 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4524570) on my computer. The installation reaches the 100% stage but afterwards, Windows Update displays Error 0x80070781. I have tried many
times to install the update, without success.

According to some posts, this error code would be related to the Windows Store, but I do not see how. And I do not use the Windows Store anyway.

I need some help with this. Thanks.

About 42 hours after the initial run of Windows Update which resulted in this weird situation, Windows Update ran again and decided that it needed to trying installing 2019-11 Cumulative Update KB4524570
AGAIN. This time, it CORRECTLY installed it as a Quality Update
AND it also updated the Build Number to the correct value of 18362.476.

So, in our case at least, the solution was to simply WAIT, and we got a better result on the second try. We are grateful for this resolution, but isn't trying the same thing repeatedly and expecting a different result the definition of
something??
