Windows 10: Failed Update to 1903. Getting Error 0x80070003

I have a Dell XPS 13 9350 running Windows 10 Home 1803 17134.915. I ran the Update Troubleshooter and got this:



Then I followed everything that was on this website (https://www.****/knowledge/fix-potential-windows-update-database-error-detected-in-windows-10/) as well as a few others, yet the issue persists. All my drivers seem to be up-to-date. My last resort would be to do a fresh install of Windows, but I rather avoid that hassle if I can.

Unable to update from 1809 to 1903 with error 0x80070003


Hello,
For the past week I've been failing to upgrade my Windows 10 desktop from 1809 to 1903

The update process is always the same:
The update downloads successfuly, I restart the computer, It shuts down (with the usual update progress bar that gets to 100%). It boots up and then at 9% the update stops and it says: "Failure configuring Windows updates. Reverting changes. Do not turn off your computer". Then it boots up normaly to 1809.

I've tried the folllowing things:
1. Windows 10 Update Assistant - Same error
2. Deleting Windows Update files - Same error
3. I ran disk checks and Windows Update troubleshooter - Same error

I've looked at the "setuperr.log" (C:\$WINDOWS.~BT\Sources\Panther\setuperr.log) file and it always shows the following error at the bottom:

My computer only has a C: drive, the D: drive is the optical drive. I don't have anything in it or any other storage device connected to the computer during the update.


System information:

• Desktop: Windows 10 Home 1809
• CPU: Intel i5-4440
• RAM: 8 GB DDR3
• HDD: 1 Tb (300+ Gb free)

I successfuly upgraded to 1903!

I looked in SetupAct.log and saw that Windows was copying files from the User folder. It failed copying Application Data\Microsoft\Forms and that caused error 0x80070003. I already knew that from the "setuperr.log". I moved the Application Data and its content to the desktop and tried to upgrade.

It worked!

I still don't know why Windows failed to copy that specific folder (which is empty and seems to be related to Outlook).

I suggest you to follow the steps given in the link below and check if it helps you. Select Windows 8.1 from the Product list.
