Windows 10: Failed Windows 10 64 bit Update from 1803 to 1909

I have been working for several months now to update my Windows from 1803 to 1909. I have tired:

1 Updating the usual was via Windows Update in settings.

2 Updating using the Media Creation Tool.

3 Disabling all USB drives and accessories.

4 Turning off my antivirus software.

5 Starting from a reboot after disabling all startup items except MS items That one may have cost me my mobo and CPU... My CPU pump did not start!

Today I made my 10th attempt to update. I started at 2PM and it is now 946PM. I am running the Update Assistant and an odd thing happened. It reached 84%... then it fell back to 64%... then back up to 87%... then back to 64%. THEN it started the whole process from the beginning.

Now, before anyone suggests a 'Clean Install' I would like to share I have over 140 games installed. A Steam games app with 100 games, and two other games apps with games associated. I have five different MMORPGs and dozens of documents from my years blogging.

I do NOT want the headache and weeks of reinstalling everything I have over the past two years. I feel that is just a bridge too far, and Microsoft should NEVER ask this of its paying customers.

I have run: SFC /scannow dozens of times. Disk health from command prompt. CHKDSK from command prompt, and made sure all my devices drivers are up to date.

MS Tech Support, I have used Windows since Win 3 and Windows 98 and I have NEVER had this level of; frustration, time spent, effort spent, emotional taxes, and distress in my entire history with computers, and I spent many years in IT at a telephone answering services that updated from cord board to an ACD.

GPU-Z update loop (Windows 10 64-bit)

I don't have better steps - this is all, I have nothing to add.

Maybe it is worth noting issue was on Windows 10 Enterprise, build 14393.187, so maybe you should test on the same.
My other PCs have a different Windows 10 version - Pro, latest Insider Preview build from last week, and there is no such issue on those.
All are 64-bit edition of Windows 10.

This issue is not new. I have had same 1-2 years ago too, with older GPU-Z versions.

EDIT: And yes, I have Windows 10 UAC enabled and set to defaults. If you are using your Windows PCs with UAC off, you likely cannot reproduce this issue. *Smile

wushowhide and group policy atm is the only surest way

 

Windows 10 update fails with the error

Hello Everyone,

After going thru all suggestions - Windows update is still failing.

I am updating from 1803 to November 19 update 1909.

Third party Antivirus is removed.

Executed Widnows update diag program wu10.diagcab

Using Windows standalone updater: Windows10Upgrade9252.exe

Executed the steps suggested by Jeffrey.

Error is not yet resolved.
