Windows 10: Failure to update Windows 10 Ver. 1909 for x64 systems KB4574727

My system is on auto update for Windows 10. The update has been attempted 9 times and failed each time. The update appears to install but when the computer reboots a message indicates the update has failed and all the new files are removed. How can I correct this matter and install this update? Thanks

2020-09 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4574727) - Error 0x80070017

Numerous failures to install update. 2020-09 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4574727) - Error 0x80070017. Latest failure is error 0x80070017. What is the fix for this?

I'm having trouble installing the following update.

2020-09 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4574727)

Windows update downloaded the 1903 version of this update, and failed, so I went to the catalog.update.microsoft.com site, and downloaded the 1909 version for this update. However it too failed to install.

Event viewer's Setup log shows the following error:

Installation Failure: Windows failed to install the following update with error 0x8007025D: Update for Windows (KB4574727).

Now worryingly, if I select the "Details" tab - the whole Event Viewer disappears....

I've scanned my system using "Avast" (which has the latest updates) - no issues reported.

I also tried reinstalling the update with "Avast" disabled. Exactly the same errors, and exactly the same crash of Event Viewer when trying to view the details of each error.

I think there's two log files within: C:\Windows\Logs\DPX

that may contain some further details, however I can't open them (file in use) so will try to access from a Safe Mode Commandline prompt.

Any thoughts as to what's going on ?

The PC is old - basic specs:

Motherboard: ASRock G41C-GS with Intel Core 2 Extreme Q6850 and 8GB DDR3 RAM and 64 GB Free disk space on the C drive partition, and NVIDIA GeForce 9800 GT graphics card.

I have tried form months now to install the win 10 update KB4574727 in order to be able to install the win ver 2004. Also tried of some of the suggested fixs. No results! I try to update my HP all in one intel Pentium(R) 64-bit x64based. 4GB and enough disk
space..

Can I solve this problem?
