I would just download the ISO file using the Media Creation Tool. Mount the ISO file, run setup.exe to upgrade. That has proven to be much more reliable in the past that using the upgrade tool or waiting for Windows update. Click the Download Tool Now Button:

Download Windows 10

That way also, if the upgrade does fail, you still have the ISO file available to do a clean install later.

 

That machine didn't come with Windows 10, according to Toshiba's specs it came with Windows 8.1. It looks the right size to be an recovery image of the OEM Windows. The name sounds right too, my (older, Win7) Toshiba (system one below) had an 'HDDRecovery' folder on the D: Data drive for the same purpose. Note that it's Fat32, that would be required if it was meant to be loaded by the BIOS (commonly a Function key is available at boot to do a factory reset).

You're lucky, mine isn't supported for any version of 10....

...but I'm running Fall Creators Update on it.

That's how I've always upgraded mine (well, I make the USB, but you use it the same way as an ISO).

The big advantage of using the ISO/USB to do the upgrade is that if it fails you get a full error code to aid diagnosis.

I have not made any further progress, as I do not want the upgrade at this time. I am in the process of hiding the update using dalchina's instructions.

And the update to 1709 is not showing in that list...

 

The difficulty with that is that you need to have it in the list before you can hide it, but when it fails it rolls back, removing the reference. I think this has been achieved before, but I don't know how.

If might be possible, for example, if you had updates set to notify, and you hid the update when you got the notification... that's a guess. Or you could try a manual check for updates, and if 1709's listed, then try hiding it.

It would be useful to find any reference to someone who's done that.

 

For my test machine with its images of all versions of windows I routinely use wushowhide.cab to keep each of the earlier versions from updating to the next.

My tip is do NOT use Settings > Update & security to check for updates and see if it has reappeared in the list. You would think this is the easiest way to find out if it's there, but doing this will just start the download again - the last thing you want!

Instead, run wushowhide.cab. This also checks for updates before listing them so you can pick which to hide. Crucially, checking this way will not start any downloads, just list them so you have a chance to block them.

I am very sorry for my earlier outbursts. I find this whole update thing rather stressful. I made a thirteenth and fourteenth attempt at installing the update on my personal machine today. Prior to the thirteenth attempt, I uninstalled Malwarebytes, as I'd read elsewhere on here that was causing a problem for someone. The attempt still failed.

Fourteenth attempt, I disabled AVG, and am elated to report that it is now 78% into 'working on updates' whatever that entails.

Here's hoping that the rest of the process goes smoothly.

 

In post #18 are the Panther logs that have information about the failure to upgrade.
Using everything search some of these may able to be found. And using one drive or drop box share links can be posted into the thread for troubleshooting. The logs are in code and take time to decode. Sometimes it is not possible to pin point the problem other times it is.
Please post any of the found Panther logs for troubleshooting.

Almost always the setupact.log is available.
The more you can find within the Panther folder the better.
Please post whatever you can find.
