    fresh install to fall creators update, installed legacy drivers as usual (v10.2).

    this time, if i try to change powerplay settings windows gives me a BSOD.

    does anyone know if it is possible to set/change something in the .inf file to reduce power consumption?!

    Windows 10 Fall Creators Update Failure--Boot Loop

    Clearly, there's an issue with the Fall Creators Update and some graphics cards.

    I've spent several hours trying to fight the boot loop, to no avail.

    My video card is an ATI Radeon HD3450 and this seems to be the issue.

    Basically, after upgrading to Fall Creators Update, everything went fine, except that the screen resolution was not good because my PC was using a generic driver. I could update the driver, both with Windows Update and with another version found on AMD website.
    Both drivers can be installed and everything seems to work fine, until I open a program or a website that uses the video card more intensively, and then I get a BSOD with the VIDEO DXGKRNL FATAL ERROR.

    Another thing worth noticing is that once the correct driver for ATI Radeon HD3450 has been installed (8.970.100.9001 from 01/13/2015), the PC with Fall Creators Update won't boot until you can get to Safe Mode and uninstall this driver.

    I managed to rollback to Windows 1703 and everything was fine again even with the same driver version for ATI Radeon HD3450, until I retried to update to 1709 just to be trapped in the same boot loop/BSOD loop.

    For now, I'm returning to the previous version again as my PC has become unusable because of this bug.

    Has anyone here been able to upgrade to 1709 with an ATI Radeon HD3450 graphics card?

    I'M USING IN MY HP 6910P WITH ATI X2300 64MB A DRIVER FROM FUJITSU:

    AMD VIDEO DRIVER_FUJITSU_AMILO_PI_2530_MobilityRadeonX2300HD AND SETTING MAXIMUM PERFORMANCE FOR AC & BATTERY IN ATI POWERPLAY IN MY POWER PLAN SETTINGS. LAPTOP SLEEP, WAKE UP, LCD OFF WITHOUT PROBLEMS.

    Try clean boot or safe mode:

    This is clean boot using administrative command prompt:

    1) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > uncheck load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

    2) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

    3) shutdown /r (you will reboot the computer so that it is in clean boot)

    To open safe mode it can be done through msconfig or from a computer power off and on:
    left click the windows icon > left click the power icon > left click restart after holding down the shift > opens windows advanced troubleshooting menu > click startup options (not startup repair) > select restart and then safe mode (safe mode, safe mode with networking or safe mode with command prompt)

    When in clean boot run the DM log collector:

    If you are in safe mode you can try to run the DM log collector. I don't remember whether it will or won't work when in safe mode but you should have a more stable computer environment.6) shutdown /r (you will reboot the computer so that it is in clean boot)
