    I have the same issue after the Fall update. The CPU usage of these 2 services is constant.

    Service Host: Local Service (No Network) (3) - CPU is constantly around 15%
    Service Host: Internet Connection Sharing (ICS) - CPU is constantly around 10%

    I've tried to disable ICS in Services and msconfig, and no matter what I do, it always starts automatically and keeps running.

    Haha... you were lucky. Mine were using 40% and 25%... So, after following some of the tips from this thread and googling my brains out and following various tips, none really related to this new v1709 cause it's way too soon, and coming up empty on results, I found the absolute fix.

    I went back to version 1703 with which I was more than happy. There must be other folks out there with the same problem and maybe it'll get fixed. When it does, I'll experiment once more with v1709. I make images of my C:\ drive so it was pretty easy to go backwards. I did not use the built in Windows system to do it.

    My situation is exactly the same as yours. I have tried SFC and DISM three times (as suggested in the official Microsoft answer.
    I still get the following message after the SFC check.
    Code: Windows Resource Protection found corrupt files but was unable to fix someof them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. Forexample C:\Windows\Logs\CBS\CBS.log.     Thanks[/quote] What about using your win 10 dvd to do a recovery install... could work to get you back on track even if it's 1511 or 1607

  5. The windows came with my laptop, and the recovery partition was gone due to some reason a long time ago. But I guess a Window 10 Image should do the trick? Thanks for the thoughts. It's really annoying to have windows updated but with such issues....

    Thanks[/quote] An update: after terminating the ICS, the cpu got back to normal for a while, before another 'blank' (no name) Service Host entry showed up and occupying the cpu again. And I terminated it again, and again, and probably again (I don't remember how many time killing the blank entry, possibly 3-4 times). Then it's normal now (20 mins so far).

    Not sure if this will help the situation with others, but just to share the observation.

    This is what did the trick for me: I disabled and re-enabled from the settings app the Windows firewall.

    How did you terminate ICS?? For me it's impossible from Task manager, when I press End task button it offers only to shut down the computer. And in Services it says ICS service is "starting", but Stop button is grayed out.


    How exactly did you disable and enable the firewall?
    I tried turning off the firewall in Windows Defender Firewall from desktop Control Panel, and turning it back on, but nothing changed.
    In Services I can't even disable Windows Defender Firewall service, all buttons are grayed out.

    I realised that i have to uninstall Hyper-V to be able to disable ICS completely.

  11. In my case, press End Task on ICS gives me a typical confirmation of closing a windows service. I ticked the box and press Shut Down to terminate the process (an example below). I'm not sure whether it's the same in your case.

    I didn't check the status in Services. Also I don't have Hyper-V installed.

    You are right, service is manual startup after reboot as before hyper-v removal but doesn't auto start.

    Confirm you don't have checked internet sharing into any network connection.

    I tried to end ICS task from task manager (check the Abandon box and press shut down), and the CPU goes back to normal for a few minutes, and then comes back with an empty line. Ridiculous! And even more, the System process shows 4-5% CPU usage.

    @Macrom - No, Internet connection sharing isn't checked in Network properties. I tried even to disable LAN adapter, so then the ICS option doesn't even show if there is just Wifi adapter. Restarted the computer, but no change at all.

    This Fall update is such a buggy update! I deleted the old files so I can't roll back to Creator's Update because I haven't had any issues with the past updates. I guess you can never be careful enough...

    In the Windows defender security center, you turn off the firewall for each type of network.

    After turning on again (or pressing restore, I don't know which really fixed it or if its relevant at all), a pop up showed that wanted me to allow or block Google chrome (!) - dunno if chrome is related, or the function of the firewall that controls app access to the network/internet had somehow entered in a false state, causing everything to hang.

    Thing is, after clicking allow, everything settled down and various problems that I experienced, vanished (even BSODs during shutdown which caused windows to repoen all of the apps I left running before the shutdown - and I expected them to close after shutting down and not launch again on the next startup).

    The second entry in your figure (the one with a blank name) was the one I terminated when CPU was occupied again after killing the ICS first time. After killing that blank entry a couple times, the issue seems gone. I have no theory on this but just thinking of a blank name might not be right.

    Not sure if this approach will solve yours, but feel free to give it a try. Such an annoying issue, particularly without the option of reverting back (old files were deleted)
