Windows 10: Fallout 3 not running

When i try loading Fallout 3 on windows 10 is loads to the main screen but when i press play it says there is already a instance of fallout 3 running I’ve reset the laptop and reinstalled it and it keeps saying the same thing

fallout 3

Trying to play fallout 3 on steam. I get this error message " the ordinal 43 could not be located in the dynamic link library c:/windows/system32\xlive.dill."

All research I have done on the matter seems to suggest this is an issue with Games for Windows Live. Have tried uninstalling and reinstalling, repairing, everything I can find. Please help.
