Windows 10: Fallout4 and Deadspace3 will not start

Discus and support Fallout4 and Deadspace3 will not start in Windows 10 Gaming to solve the problem; I also tried to run the SeaTools for DOS but ran into some confusion; the instructions have me download SeaToolsDOS then I extract it to SeaToolsDOD223ALL.     Fallout4 and Deadspace3 will not start

    I have been trying to test it any other games would play. I find that Dragon Age Origin (1) could be installed off the original disk and played successfully ... no association with the Origin game site. Dragon Age II has an association with the Origin game site which gets itself involved when I try to install the game from the original discs. Unless I started the Origin game site first, although it loads successfully, attempting to play results in a message that required me to accept a Release Date check which it fail stating that I needed to get some support?? With the game site started it required I do an update and when I tried to play it failed with error code "Invalid License. Reason code - Missing DLL d3dx9_43.dll Error: 0x000007e

    How many items (files & folders) are there in your system32 (C:\Windows\System32) folder?

    I just looked and there are thousands; any way get a number w/o manually counting each one?

    Just looked in properties and there are 15,866 files and 1175 folders.

    I compared the directx folders for the games I have and saw a significant difference. The game that plays has 5 items 2 cab files and 3 non-cab files. The games that won't play all contain 157 files: 3 non-cab files and 154 cab files.

    Alright, I'm not sure how many items you're missing because my laptop shows 4,256 items.

    Please visit Windows Update and make sure to check for updates

    You may want to use the following tutorial for hiding update Windows 10 1607, I'm not sure if this update will do anything good to your system.

    I ran the update and was told that I was current. As for having fewer items in my System32 folder, could the fact that I only recently (clean) installed my Win10 have a bearing on that. It was about 2 wks ago.

    That shouldn't be the reason, unless the media somehow was partly corrupted, but then usually a problem happens while the installation is going which causes the setup to revert back to the previous installation.

    I've checked the dll's mentioned on my system, they all seem to be related to DirectX which you said failed installation.
    Was there any error code or something displayed for the reason why DirectX failed to install?

    The one posted is the final error stating DLL's from DirectX are missing (saying it in the correct way), but there is no description of the error of the DirectX install failure.
