Family Settings are limited to... monitoring "health"?

I have a 7 year-old step son. He's quite bright, but doesn't always make the right decisions. I'm trying to set up a Microsoft Account for him so that he can log into the Surface that I have. However, I really need to lock down what he can do tightly, from what sites he can visit (which is more of a Chrome thing) to what apps he can use and, importantly, making sure he can't install other apps.

However, when I went to "Family Settings" it opened up my browser and gave me a page where, when I clicked "Manage Permissions" all there was was a grayed out toggle for "Allow adults in the family to monitor..."

What gives? Does Microsoft truly believe that these are the limits to what permissions I can grant to my child's account? Somehow, I doubt that. So I'm clearly missing something....

    :)

My son is able to bypass the PC screen time limit on Windows 10

It could be that the Child account invitation was not accepted by the user. Until they accept the invitation to the family, they would be able to sign-in without any family settings, limitations, restrictions, or monitoring applied to
    their account.

Family Settings are limited to... monitoring "health"?

p.s. Tried opening Chrome as him. Needs permission... perfect. Except, when I click on "allow" in the email, it brings me to a Microsoft account page with no obvious approval process. Clicking the allow link does not give the permission.
