Windows 10: Feature Update to WIN10 1903 fails with error 0xc1900209

I've been unsuccessful in updating my Dell Latitude with the Feature Update to WIN10 1903 giving error code: 0xc1900209.


In another thread for this error it was recommended to run AppRPS. So downloaded/executed it and it indicated there were 2 apps that were a problem, but I'm unable to identify from the error text what they may be and could use some assistance/guidance as to how to proceed:

Can't update my laptop to Windows 10 1903

Before, I was trying to get win10 1903 through insider program, but it was saying that I have something that can't be updated to 1903.Now windows update gives me this error: Last failed install attempt on ‎20.‎04.‎2019 - 0xc1900209 . how can I find what
