Windows 10: Feature update to Windows 10, version 1809 amd64 2019-03 not getting installed

I have been trying to update for win 10 version1809 for very long but I am not able to download it,( I tried the method of troubleshooting but also did not work),whenever I start the download it just shows in status bar "Initializing".

Trying to update to feature update 1809 2019-03 but get error code of 0x80070002

Trying to update to “Feature update Windows 10 Version 1809 amd64 2019-03” but keep getting error code of “0x80070002” is there a fix any one else is having this issue? Should I just wait for the next update? Can’t open or use anything on my pc.

FWIW

I rolled back to an earlier version of Windows and am now on build 17134

I could not find the link state power management

I did cleanup disk

I did not update any drivers

I reset the Winsock catalogue

I did not increase VM

I did not uninstall Acronis

The Feature update to Windows 10, version 1809 amd64 2019-03 seems to be installed

PC is now behaving itself

Should I be on a newer version of Windows?

I have Surface Pro 4

I installed Feature update to Windows 10, version 1809 amd64 2019-03 as well as quality updates. Now the computer keeps freezing so that the tesk bar does not work and I cannot use alt-tab to go between applications

I have tried using a restore to go back to before the update but the update is still shown as installed

I have tired going back to an earlier version of windows and still the same problem with the update still showing as installed

What do I do now?
