Windows 10: Feature update to Windows 10, version 1909, error code 0x800707e7

I have a 64bit Windows 10 pc, that I purchased this past year. It goes into restart or shutdown and install update but only makes it to 30% when updating then the spinning logo locks up and I must do a manual soft boot to get my pc back up n running. Any solution to error code 0x800707e7

Windows Update Message - Feature Update to Windows 10, version 1909

Hello, I am currently running Windows 10, version 1809, OS build 17763.973.

As well as the last 4 or 5 monthly (Tuesday) updates, I have also been shown a message:

Feature Update to Windows 10, version 1909

The next version of Windows is available with new features and security improvements. When you are ready for the update, select "Download and Install now".

When I try to download, I get "Error encountered"

"We could not complete the installation because an update service was shutting down"

The exception to this was last night, when the download started, and the installation got to 86%, before, once again, getting the "Error encountered" message.

Two things: should I be able to upgrade from 1809 to 1909, and is this the way that 1909 will be rolled out to 'Home' users?

Do I have to go via Windows 10 1903 to get to 1909? If so, why am I being offered 1909, as detailed above?
