Windows 10: Feedback without HUB

How can i use the feedback for windows 10, without the hub? I'm in an Organization where the HUB is blocked by administrator. but i want to submit a feedback/request an improvement on the sticky notes. Maybe see if it's already been suggestedcan se others are trying to do the same and upvote it. My Suggestion are to have a "stickny" note as a part of the desktop background. So you could maybe double click it to edit. And many people are using the sticky notes as a to do list. Today you have t

Feedback hub slow to open

Hi,

App loading issues are usually caused by slight conflicts within the system. We suggest that you reset the Feedback Hub app and check if it helps:

• Click on Start, and then Settings.
• Go to Apps.
• In Apps & features, look for Feedback Hub.
• Click on Feedback Hub, and then click on
  Advanced options.
• Click on Reset.
