Windows 10: File system error -1073741515 when opening any system32 programs

Hi there,


When I try to open or use any utilities in the system32 folder I get this error. I can't open task manager, admin CMD, the recovery tool, etc. I'm not sure what's happening.


I also tried booting in safe mode, in which task manager and admin CMD both work.

Using "sfc /scannow" just says that errors were found but not fixed, instead I got a CBS log.


I did just upgrade my storage 1 tb HDD -> 1 tb SSD via cloning EaseUS Todo. I'm thinking that has something to do with it, but I can't find any ways to solve this.


Every other app is working fine. Also when I boot up the fans go on full blast for 20 seconds before dying down. I don't think this is related but i don't know.

Thank you for your reply, I have followed the instructions in the Thread, but can not get past step 2

• Click Start.
• Type cmd, and then press CTRL+SHIFT+ENTER to open elevated command prompt (I.e. Command prompt with admin rights).

When I type in cmd and press the CTRL+SHIFT+ENTER keys I get the error message

C:\Windows\System32\cmd.exe

File System Error (-1073741515)

Any further advice would be appreciated on how to fix this problem?

I have checked for any waiting updates to windows, and nothing is pending

Can’t open windows programs.

Can’t run Windows 10 as an administrator.

Can’t reboot in safe mode.

Cannot not open and run antivirus software.

I do not have Windows 10 disc to reinstall.
