Windows 10: File system error "-1073741701"

Please help as this is urgent.
for the past few days I kept running into this error; file system error "-1073741701." This error does not let me do anything which requires administrative rights, I can't install most programs, open command prompt or do much really. I went through a hundred forum posts. I ran a chkdsk, tried to create a new account but nothing worked. As a last resort, one forum post suggested to use the "reset my pc" option and reinstall windows, but the error still persists. I am currently locked out of most features and this is extremely frustrating. I can't even install winrar to open zip files anymore. Please help, as I need this computer for school.

From the description provided, I understand that you are encountering the error message when you are trying to access any media file in the CD/DVD Drive of your computer.

This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow
the below given steps:

• 
  Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
  
• 
  In Command prompt type
  sfc/scannow and press enter.
  
• Restart the computer.

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• 
  Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
  
• 
  In command prompt, type the following commands and press Enter after each command:
  
  DISM.exe /Online /Cleanup-image /Scanhealth
  
  DISM.exe /Online /Cleanup-image /Restorehealth
  

• 
  Close the command prompt and restart the PC and check if it works.

• When exactly do you get this error? Only when you try to run anything as administrator?
• Since when are you facing this issue?
• Did you make any recent changes prior to this issue?
• Are you the logged in to the admin account of the computer?
• Did you try any troubleshooting steps?
